On May 12, 2025, the Sparks City Council approved the following: “The Regional Road Impact Fee Offset Agreement with 5 Ridges Development Company, Inc. for the offset of eligible improvements related to the widening and intersection modification construction along Highland Ranch Parkway between Pyramid Highway and 5 Ridges Parkway.”
When asked about the concerns at that intersection, Sparks City Manager Dion Louthan replied with the following response:
“This summer, the developer of the Five Ridges Project will be widening Highland Ranch Parkway from Five Ridges Parkway to Pyramid Way. Construction is expected to be completed by late fall. In addition, the RTC will begin the design process this year to widen Highland Ranch Parkway from Five Ridges Parkway to Sun Valley Boulevard, with construction anticipated in 2028.
As part of this summer’s developer-driven improvements, the roadway will see both widening and intersection enhancements at Highland Ranch Parkway and Pyramid Highway. These upgrades are intended to address some of the unsafe driving behaviors currently occurring in the area. The improvements will include auxiliary lanes—such as expanded right and left turn lanes—that should help ease traffic flow and reduce driver frustration.
In terms of enforcement, Sparks Police Traffic Division has conducted targeted operations in recent weeks specifically addressing individuals illegally driving on the shoulder. During one of these operations, which was conducted jointly with NHP, nearly 50 drivers were cited in just a few hours. These enforcement efforts are planned to continue on a biweekly basis to help deter this kind of behavior.
